TIF President Attends Third General Assembly of TCCI

On 8 January 2026, H.E. Baghdad Amreyev, President of the Turkic Investment Fund (TIF), participated in the Third General Assembly of the Union of Turkic Chambers of Commerce and Industry (TCCI), hosted by the National Chamber of Entrepreneurs of Kazakhstan, known as "Atameken".

In his opening remarks, H.E. Assan Darbayev, Vice-Minister of National Economy of the Republic of Kazakhstan, shared updated investment figures and Kazakhstan’s medium-term economic goals, while reaffirming Kazakhstan’s support for TIF.

Mr. Raimbek Batalov, Chairman of the Presidium of Atameken, focused on everyday enablers for business, including industrial cooperation and better transport corridors. He noted Atameken’s priority to deepen economic cooperation among Turkic countries and to fully utilize TIF’s potential.

In his keynote, President of TIF Baghdad Amreyev spoke about TIF’s role in supporting joint economic projects across the Turkic states. He noted that TIF used its establishment phase to put its governance and policies in place, and, in parallel, to build working ties with potential partners for co-financing. He also informed participants that the TIF Board of Governors meeting held on 5 December 2025 in Bishkek decided to begin financing operations by the end of the first quarter of 2026.

The President of TIF also described a phased approach to TIF instruments, starting with lower-risk lending, followed by guarantees, then equity, noting that early activity will focus on regional projects, corporate, and trade finance, often with trusted international partners and local intermediaries. He emphasized the importance of strict screening for bankability, alignment with TIF priorities, and ESG criteria, and highlighted the value of well-prepared cross-border proposals with clear timelines and credible counterparts.

Heads of delegations centered their remarks on making cross-border trade easier in practice, reducing technical and administrative obstacles, and improving transport and logistics connectivity, while expressing high expectations for TIF’s practical support. Delegates also discussed the steps to amend the TCCI Statute so the Union can become a formally affiliated body of the Organization of Turkic States.

The General Assembly closed with the handover of the 2026 chairmanship from Azerbaijan to Kazakhstan and the appointment of Mr. Raimbek Batalov as TCCI President for one year. The heads of delegations were received by the Deputy Prime Minister of the Republic of Kazakhstan, H.E. Aida Balayeva.
