TIF, EBRD and KMF Bank Sign Financing Agreements in Almaty
On 1 July 2026, the Turkic Investment Fund (TIF), the European Bank for Reconstruction and Development (EBRD), and KMF Bank held a joint signing ceremony at the KMF Bank Headquarters in Almaty.
The ceremony was held in the presence of H.E. Ms. Odile Renaud-Basso, President of the EBRD, and H.E. Baghdad Amreyev, President and Chairman of the Board of Directors of TIF.
The agreement was signed by Mr. Ramil Babayev, General Director of TIF; Mr. Hüseyin Özhan, Chief of the EBRD Regional Office for Central Asia and Mongolia ; and Mr. Shalkar Zhussupov, Chief Executive Officer of KMF Bank.
Under the transaction, TIF will provide a senior unsecured loan of up to USD 10 million to KMF Bank, alongside an EBRD facility of up to USD 50 million. The combined financing package will enable KMF Bank to expand lending to micro, small and medium-sized enterprises (MSMEs) in Kazakhstan.
In his remarks, H.E. Baghdad Amreyev described the signing as a milestone for TIF, marking the Fund’s first financing operation. He thanked Ms. Odile Renaud-Basso and the EBRD for their cooperation and noted that TIF views this transaction as the beginning of a strengthened partnership with the EBRD. He also emphasized that TIF is pleased to launch its financing activities in Kazakhstan through KMF Bank, highlighting support for small businesses, entrepreneurs, and trade-related activity among TIF member states.
Ms. Odile Renaud-Basso expressed her satisfaction with the first joint operation between the EBRD and TIF, noting that the project will support private MSMEs in Kazakhstan. She added that she hopes this initial cooperation will pave the way for further joint initiatives.
Mr. Shalkar Zhussupov expressed appreciation for the partnership with the EBRD and TIF and underlined the importance of the agreement for expanding access to finance for MSMEs in Kazakhstan, including women entrepreneurs.
For TIF, this operation represents an early example of the Fund’s practical engagement in private sector development, MSME financing, and economic cooperation among its member states.
