TIF and OPEC Fund Launch Practical Cooperation

On 29 April 2026, H.E. Baghdad Amreyev, President of the Turkic Investment Fund (TIF), met with H.E. Dr. Abdulhamid Alkhalifa, President of the OPEC Fund for International Development, at the OPEC Fund Headquarters in Vienna. The meeting focused on practical areas where the two institutions could begin working together.

The TIF delegation included Mr. Ramil Babayev, General Director; Mr. Sanjar Usmanov, Chief Investment Officer; and Ms. Dilara Ismayilova, Senior Associate for International Relations and Capital Mobilization.

H.E. Dr. Alkhalifa was joined by senior members of the OPEC Fund team: Ms. Al Shaimaa Al-Sheiby, Vice President, Public Sector; Mr. Musab Alomar, Vice President, Strategy; Mr. Omar Al-Kadhi, Director, MENA, Eastern Europe and Central Asia, Public Sector; and Mr. Said Taufik Ridha, Director, Private Sector Portfolio Management.

TIF President H.E. Baghdad Amreyev introduced TIF’s mandate, with a particular focus on inter-institutional collaboration. Referring to the OPEC Fund’s approximately $1.68 billion in approved financing for TIF Member States, he proposed focusing cooperation on co-financing sustainable infrastructure, MSMEs and broader private sector development, as well as green economy transition projects. He also suggested agreeing on basic co-financing modalities and moving toward pilot transactions, which would provide a stronger foundation for future collaboration.

H.E. Dr. Alkhalifa warmly welcomed the TIF delegation and expressed strong interest in practical cooperation. He referred to the OPEC Fund’s priorities across various sectors, noting that the two institutions are well aligned for collaboration. In addition to co-financing opportunities, the OPEC Fund indicated its readiness to explore technical assistance support, recognizing its importance in strengthening institutional capacity and supporting project preparation and implementation. He supported continuing discussions at the technical level and exploring project-based co-financing opportunities.

Alongside the meeting between the Presidents, TIF and the OPEC Fund held technical sessions on strategy, co-financing, and project pipeline development. The TIF delegation at the technical sessions was led by General Director Mr. Ramil Babayev, who presented the Fund’s institutional profile, operating approach, and potential areas of cooperation with the OPEC Fund.
