The Turkic Investment Fund (TIF) and the European Bank for Reconstruction and Development (EBRD) Expand MSME Financing in Kazakhstan through KMF Bank

TIF’s USD 10 million senior unsecured loan will help expand access to finance for micro, small and medium-sized enterprises (MSMEs), including women-led and rural businesses, through KMF Bank.


Loan proceeds will be on-lent to eligible sub-borrowers under pre-agreed criteria, with a focus on MSMEs, rural businesses and agricultural borrowers. The TIF funded transactions will support the Fund’s broader integration mandate by promoting private-sector development and strengthening trade and investment flows among the Turkic states.


For TIF, the investment reflects its strategy of working through strong partner institutions in Kazakhstan to reach businesses facing financing constraints, while supporting job creation and inclusive growth.

The European Bank for Reconstruction and Development (EBRD) supported the project’s preparation and provided technical input to TIF during the structuring phase, drawing on its long-standing relationship with KMF Bank.


Founded in 1997 as Kazakhstan’s first non-bank microfinance institution, KMF Bank completed its transformation into a licensed commercial bank in 2025. Today, it serves more than 275,000 active borrowers through a nationwide branch network; approximately 55 per cent of its borrowers are women-led businesses, many of them located in rural and remote regions.
