THE STATEMENT BY BAGHDAD AMREYEV ON HIS ELECTION AS THE DEPUTY SECRETARY-GENERAL OF THE ORGANISATION OF ISLAMIC COOPERATION

On October 18, 2026, at the 52nd session of the Council of Foreign Ministers of the Organization of Islamic Cooperation (OIC) in Baghdad, Iraq, I was unanimously elected as the Assistant (Deputy) Secretary-General of the Organization of Islamic Cooperation for Administrative and Financial Affairs.

I consider it a great tribute to the Turkic World and a profound personal honor for me to have earned the trust of the 57 islamic member states, and to serve within the leadership of the OIC—the second-largest international organization in the world, after the United Nations.

I will continue to carry out my responsibilities as the President of the Fund until the end of my mandate on 11 November 2026 and will assume my new office at the headquarters of OIC in Jeddah (Saudi Arabia) in mid-November of this year.

I am sincerely grateful to the Presidents of our Member States, who instructed and entrusted me with the mission of the establishment of the Turkic investment Fund by the decision they made during the Council of Heads of State of the Organization of Turkic States in Samarkand on 11 November 2022 appointing me as the First President of the

Turkic Investment Fund (TIF, the Fund) to accomplish this extremely high mission.

Establishing and serving as the Inaugural President of the Turkic Investment Fund has been a great honor and one the most valuable missions in my diplomatic service. Now I am proudly stating that the mission accomplished.

Throughout this period, we have successfully completed the Fund’s institutional foundations, created a firm governance system, developed strategic goals and policies, established important international partnerships, and initiated and launched our financing operations.

I highly appreciate the Governments of the TIF member states and the members of the Board of Governors and Board of the Directors of the Fund, TIF Executive Management as well as the Office of the President of TIF for the tireless work, constructive cooperation and coordination and the support extended to my activities over these four years.

I am proud of what we have achieved together. I remain fully confident that the Fund will continue to grow, successfully serving the shared interests and driving the economic integration of our Member States.

I believe the Turkic Investment Fund will remain under my great attention and I stand ready to support it by all means all the time.
