

President of TIF attended the 12th Summit of the Organization of Turkic States
On 7 November 2025, the President of the Turkic Investment Fund (TIF), H.E. Baghdad Amreyev, accompanied by the General Director, Mr. Ramil Babayev, attended the Summit of Heads of State of the Organization of Turkic States (OTS) held in Gabala, Azerbaijan. The Summit convened under the theme “Regional Peace and Security.”
The meeting was chaired by H.E. Ilham Aliyev, President of Azerbaijan. It was attended by H.E. Kassym-Jomart Tokayev, President of Kazakhstan; H.E. Sadyr Zhaparov, President of Kyrgyzstan; H.E. Recep Tayyip Erdoğan, President of Türkiye; H.E. Shavkat Mirziyoyev, President of Uzbekistan; H.E. Viktor Orbán, Prime Minister of Hungary; H.E. Ersin Tatar, President of the Turkish Republic of Northern Cyprus; H.E. Gurbanguly Berdimuhamedov, the National Leader of the Turkmen People, Chairman of the Halk Maslakhaty of Turkmenistan, and H.E. Kubanychbek Omuraliev, Secretary General of OTS. The Chairman and Members of the Council of Elders of the OTS, and Heads of Turkic Cooperation Organizations also attended the meeting.
The leaders discussed regional and global security challenges, including environmental issues, and reaffirmed their commitment to unity, mutual support, and collective action within the OTS. They emphasized stronger cooperation to advance regional peace, stability, and prosperity, and underlined the Turkic world’s growing role in addressing security challenges. The leaders also highlighted the importance of deepening economic ties through improved connectivity, trade, investment.
The Heads of State mentioned the key role of TIF in advancing the goals of the Turkic World Vision 2040 and highlighted the importance of identifying regional projects to be supported under the Fund’s framework.
The 12th OTS Summit ended by adopting the Gabala Declaration reflecting the shared vision of leaders of Turkic states for peace and development, which commended the institutional progress of TIF and recognized its central role in promoting trade, investment, and sustainable growth across the Turkic world.
The Summit also decided to establish the “OTS+” format as a flexible framework for cooperation with external partners, and the Chairmanship-in-Office of the OTS was handed over from the Kyrgyz Republic to the Republic of Azerbaijan.
