JOB DESCRIPTION AND OBLIGATIONS SUMMARY
The Turkic Investment Fund (TIF / Fund) aims to become a catalyst for socio-economic development and integration across Turkic countries and a flagship institution advancing sustainability, intra-regional trade, and connectivity via investments across various sectors with a focus on debt financing, equity investments, and other structured/hybrid financial instruments.
The Financial Operations Senior Associate is responsible for secure, accurate, and timely execution of the Fund’s day-to-day banking, payments, treasury settlements, liquidity movement, SWIFT connectivity/traffic, and cash-management activities. The role safeguards operational controls, maintains compliance with internal policies and external requirements, and provides high-quality service to internal stakeholders and banking counterparts.
The Financial Operations Senior Associate acts as an equivalent of middle-/back- office support responsible for dealing with the capture of legal documentation/trade structures into the Fund’s core transaction and accounting systems, facilitating the accurate measurement of client/counterparty payment risks, the application of appropriate limits and the ongoing monitoring and control of clients’ payments (including disbursements and repayments) throughout their project lifecycle.
The function interacts with a variety of stakeholders across Investment and Treasury functions of the Fund and is expected to identify/mitigate risks throughout the pre/post signing product journey. The role is critical in ensuring TIF’s transactions are processed and settled in an accurate and timely manner without exposing the Fund to unnecessary operational or reputational risk.
MAIN DUTIES AND RESPONSIBILITIES
SWIFT Connectivity & Messaging
- Manage and monitor SWIFT flows for financing and treasury settlements, coordinate with counterparties on confirmations, maintain relations aligned with the Fund’s correspondent and custodian network.
- Operate and monitor SWIFT (Alliance Cloud / Service Bureau) message flows (MT/MX, ISO 20022); prepare, release, and verify payment/treasury messages under four-eyes controls.
- Maintain Relationship Management Applications (RMAs), user profiles, roles and entitlements; track message acknowledgements, investigate negative acknowledgements/rejects/returns, and ensure straight-through processing (STP).
- Coordinate with IT/service bureau on connectivity incidents, annual Customer Security Program (CSP) attestation, security patches, disaster-recovery (DR) and business-continuity (BCP) tests.
Transaction Processing & Settlements
- Execute domestic and cross-border payments across Financing and Treasury transactions and wider settlements (incl. vendor, payroll, reimbursements) in line with cut-offs and value-dating.
- Manage payment runs via banking portals/ERP/TMS; validate beneficiary data (IBAN, BIC), fee/FX arrangements, and sanction/AML screening results prior to release.
- Maintain payment calendars across Financing and Treasury transactions, ensure adherence to approval matrices, and document exception/urgent payment procedures.
- Support Treasury division in ensuring timely interest, coupon, and principal payments for the Fund’s investments and borrowings.
Cash & Liquidity Operations
- Monitor Nostro/current account balances; prepare daily cash positioning; initiate sweeps and internal transfers to optimize liquidity buffers in line with the Fund’s policies.
- Periodically produce dashboards (balances, cash flows, STP and reject rates, outages, operational incidents) for management review.
- Prepare daily cash positioning across counterparties, monitor incoming/outgoing flows linked to treasury activities.
- Maintain rolling cash-flow forecasts and monitor utilization per counterparty.
Controls, Compliance & Counterparty Engagement
- Adhere to internal policies and regulatory requirements, where relevant.
- Perform daily bank-to-GL reconciliations, investigate and clear breaks, and post settlement journals/fees/FX differences in coordination with senior accountant.
- Uphold segregation of duties, four-eyes checks, access reviews, maintain up-to-date standard operating procedures and control checklists.
- Support Financial Operations in meeting service levels and managing deadlines and urgent requests from Financing and Treasury teams.
- Liaise with Compliance on sanctions/AML screening hits and documentary holds; retain evidencing and audit trails.
- Prepare materials for internal/external audits; log operational incidents, implement corrective actions, and support periodic control self-assessments.
- Serve as an operational point of contact for banks, the SWIFT, clients/counterparts, vendors, and internal requestors; provide guidance on formats, cut-offs, and data quality.
- Contribute to improvements across ERP/TMS/banking integrations.
- Proactively work with the Financing and Treasury functions to identify and manage backlogs, guiding them on prioritization and, where necessary, conveying wider operational constraints
- Assist in preparing and updating procedures, internal notes, memos, and submissions for review.
- Implement process improvements to reduce operational risk.
EDUCATION AND PROFESSIONAL QUALIFICATIONS
- Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or related field (required).
- Relevant to the job professional certifications such as ACCA/CPA (full or part-qualified); treasury/operations credentials (e.g., ACT) and SWIFT/ISO 20022 coursework are an asset.
EXPERIENCE
- 4–6 years of hands-on experience in financial operations/treasury/back-office (bank, IFI/DFI, MDB, or international organization).
- Practical experience with SWIFT operations (MT/MX/ISO 20022), cross-border payments, and service-bureau coordination.
- Exposure to IFRS-aligned environments and ERP/TMS integrations (e.g., SAP, Oracle, Kyriba, Logo) is desirable.
SKILLS AND COMPETENCIES
- Strong knowledge of financial instruments, settlement processes, and treasury operations.
- Robust understanding of payment lifecycles, value-dating, cut-offs, FX and bank fees, sanctions/AML screening steps, and operational risk controls.
- Proficiency with banking portals, SWIFT, ERP/TMS, and advanced Excel; strong data accuracy and documentation discipline.
- High attention to details and analytical mindset with problem-solving ability under time pressure.
- Strong customer service orientation and ability to proactively identify opportunities for improved customer outcomes.
- Excellent communication and stakeholder management abilities.
- Clear written and verbal communication; effective collaboration with cross-functional teams and external partners.
- Excellent command of the English language. Knowledge of a Turkic language or other languages relevant to the Fund’s region is an advantage.
